What is Google Tag Manager?

Google Tag Manager (GTM) isn’t a tracker itself but a tag manager: it loads and fires your other trackers (GA4, Meta, TikTok…). If it runs before consent, every tag inside it is a concern.

What data does Google Tag Manager collect?

GTM doesn’t collect directly, but orchestrates the trackers that do. It’s the central place to secure for consent (via Consent Mode or conditional triggering).

Why it needs consent

Google Tag Manager is an analytics/measurement tracker. In Europe, even non-essential analytics needs consent before firing: it must wait for the visitor’s “yes”, which is what cookie banners are for.
